This is the observation tower on Groundhog Mountain in Carroll County, VA. It’s located just north of I-77 at Milepost 188.8 on the Blue Ridge Parkway.
From the two story tower, you have a nice view of Buffalo Mountain pictured above just to the right of center on the horizon. ~MB
